The Directorate of Employment & Training, Government of Gujarat has been in
the forefront of implementing various skills-building programmers with the aim
of helping people get jobs and this, m-turn facilitates industrial development.
At present there are 145 ITIs and 43 employment exchanges functioning under
this Directorate. More then 5542 people working under the directorate is
imparting training to around 50,540 people per annum and assisting around 1.31
lakh people to get employment through employment exchange.
Industrial training institute plays a vital role in technical manpower
requirement for the industry OLPAD is situated near Surat. Fifty one Special
Economy Zones (SEZ) are coming up at various locations in Gujarat which will
further accelerate economical and industrial growth of at state. OLPAD ITI is
selected as a "PPP MODE"(Public private partnership) sponsored scheme
Up gradation of 1396 Govt.ITI through NTPC KAWAS, SURAT selected ITI, OLPAD
& interest free load sanctioned 2.50 CR.
Industrial Training Institute OLPAD under the Directorate of Employment
Training, Gandhinagar was initially set-up in the year of 1992 as a - ITI. The
institute has covered 1 acres land including Administrative Block &
Workshop. The institute is engaged in imparting training in scheme of NCVT,
GCVT as well as short term course with the capacity of 341 trainees. The
objective of the CTS scheme is to provide semi-skilled/skilled workers to
industry by systematic training to school leavers & to reduce unemployment
among educated youth by equipping them with suitable skills for industrial
employment. The Industrial Training Institute, OLPAD is covered under TAPS
(Tribal Area Sub Plan) so 100%section seats are given stipend of Rs.200/- per
month to scheduled Tribe candidate. The institute is functioning in two shift
commencing from 7:30 A.M to 6:15 with view to provide technically qualified
manpower required for various industries and to be helpful to provide
employment, the Institute to carrying over different Informal sector short term
courses. More over institute is giving spoken English training to all trade
trainees.
Craftsman Training Scheme(CTS) :-
The Directorate General of employment & training (DGE&T) in the
ministry of Labor, government of India initiated Craftsmen Training Institute
Scheme (CTS) in 1950 by establishing about 50 industrial institutes (ITIs) for
imparting skills in various vocational trades to meet the skilled manpower
requirement for the technology and industrial growth for the country. The
second major phase of increment in ITIs came with the oil-boom in west-Asia and
export of skilled manpower to that region from India. Several new private ITIs
were established in 1980s in southern states mostly in Kerala, Karnataka and
Andra Pradesh. Etc. from where trained craftsman found placement mainly in Gulf
countries. In 1980, there were 830 ITIs and number of rose to 1900 ITIs in
1987. During 1990s, the growth of it is had been steep and presently there are
over 4971 it is (1969 in Govt. & 3102 in Private Sector) having total
seating capacity of 7.18 lakhs. Under the contribution of India, Vocational
training is the concurrent subject of both Central and State Governments. The
development of training scheme at National level, evolution of policy, laying
of training standards, norms, conducting of examinations, certification, etc.
are the responsibilities of the Central Government, whereas the implementation
of the training scheme largely rests with the State Govts./UT Administrator.
The central Govt. is the advised by the National Council of Vocational Training
(NCVT), a tripartite body having representatives from employers, workers and
Central /State Government. Similar councils known as State Councils for
Vocational Training are constituted for the same purpose by the respective
State Governments at state levels.
Objectives of The scheme
To provided semi-skilled/skilled
workers to industry by systematic training to school leavers.
To reduce unemployment among educated
youth by equipping them with suitable skills for industrial employment.
About 70% of the training period is
allotted to practical training and the rest to theoretical training relating
to Trade theory, Workshop Calculating & Science, Engineering Drawing,
Social studies including environmental science & family welfare.
Seats are reserved for SC/ST in
proportion to their population in respective State/UT. Guidelines for
reserving 3% seats for physically handicapped and 25 % for women candidates
have been issued to State Government and these could be filled bases on
general reservation policy of each State/UT and total reservation is limited
to 50 %. Seats are also reserved for the wards of defense proposal.
There is a procedure for evolution of
affiliated ITTs/ITCs which envisages disaffiliation of trades / units whose
infrastructure are found not conforming to the standards/ norms prescribe by
NCVT.
Trade testing and Certification
All-India Trade tests are conduct by
the DGE&T, Ministry of Labour under the aegis of the National Councils

The trainees of affiliated institute
/ trades and eligible private candidates appear in the Trede tests. National
Trade certification are awarded to the successful candidates. For detail,
